• A Unified Electricity Meters System for a Seamless End User and Citizens Experience in Egypt

The Ministry of Electricity (MOE)

The Ministry of Electricity in Egypt (MOE) is the Backbone and infrastructure for all life activities, not only agricultural, industrial and tourism ones but also, the development of the residential communities & agricultural reclamation. The MOE has 9 main distribution companies: North Cairo, South Cairo, Alexandria, Canal, North Delta, South Delta, El-Behera, Middle Egypt and Upper Egypt. Its mission is to provide electrical power to all users in all fields in accordance with international standards in order to contribute in the achievement of comprehensive development plans.

Challenges

  • Absence of a unified system for the prepaid electricity meters. Every vendor had a different card, application interface, and software; each dealing with separate databases
  • Inability to set payment rules by the MOE, rules were set by the payment outlets and electricity meters vendors
  • Dealing with 2 different software, both desktop based and each with its own updates and rules was not an easy task for the MOE and payment outlets employees
  • No space to increase the number of electricity meters vendors, as the MOE wanted to avoid dealing with more electricity meters software

How We Solved It

Sumerge’s Unified Billing & Recharge System developed utilizing IBM Websphere Application Server, IBM Cognos, Microsoft SQL Server and Microsoft SSIS technologies, allows the MOE to easily manage as well as update its rules to the software and have it applied to all electricity meters. The new software has one easy to use interface and communicate with one database. The project started with over 400,000 electricity meters from 2 different vendors. Change management and having all employees at the MOE and at all payment outlets use a new web based system was such a challenge; but was successfully achieved. Now, all employees are seamlessly using the new unified centralized system.

Now more electricity meters vendors can apply to the MOE tenders, it’s not closed to 2 vendors only anymore. Citizens can now recharge from so many outlets such as Aman, Masary, khadamaty, Fawry, e-finance, khales, www.ncedc.gov.eg as well as the Egyptian Postal Offices at any time. Sumerge executed the integration between the MOE and all the payment outlets as well as the migration between the old and new system and the existing databases and managed to defy all challenges related to it.

The project has been executed in North Cairo and Upper Egypt, and is scheduled to be rolled out to the rest of the electricity distributors (South Cairo, Alexandria, Canal, North Delta, South Delta, El-Behera and Middle Egypt) within the fourth quarter of 2018.
